米国大使館

カウンタパートのタンコ氏と一緒に米国大使館に行った。目的は次の２点。
  1. 米国に本拠地を置くＮＧＯを紹介してもらう。
    募金集めの手段として多言語対応の電子決済サービスを利用したい。しかしながらPaypalやGoogleCheckoutは米国の団体しか利用できない。よって米国NGOの協力を借りてこれを実現したい。
  2. 501(c)(3）法人の認定をもらう。
    当校を米国における非営利公益法人に認定してもらうことを考えた。ダメ元ではあるが、期待する効果は次の３点。
    1. 寄付行為が税制上優遇される（節税となる）ので、米国人による寄付の動機付ができる。
    2. 第三者機関による認定は、当校が架空の団体、架空のサイトではないことの立証となる。よって米国人以外の寄付者に対しても、寄付行為に対する安心感を与えることができる。
    3. 認定後は、会計報告など一定の事務手続きが要求される。これは「援助慣れ」あるいは「寄付を貰いっぱなし」となることを抑止し、ある意味ニジェール人の自助努力を促せる。因みに会計報告は、当校の経理学科における活きた実習になると思われる。
さて、電子決済サービスがどうしても利用したい理由がある。次の比較表を見てもらいたい。銀行振込だと、手間が多くかかるうえ、経済的に見合わない。以下の例では支援者に対しておよそ１００倍の負担をかけるうえ、ニジェール側では受け取る金額は４分の１と少なくなる。

だからこそ電子決済サービスである。しかしながらGoogleCheckoutは次のとおり、米国と英国のみしかサポートしていない。



一方、Paypalは、一旦はシステム上の手続きが進んだものの、途中の審査段階で却下されてしまった。以下のメールが返ってきた。

My Name is MIURA, Yuji. I am a volunteer of JICA (Japan Overseas Cooperation Agency) and am working in CTK, Niger. CTK is "Centre Technique Kalmharo" where is a technical training school for professional. 

By the way, we want you to help us as follows; 
  1. Can you certificate us as an educational(or non-profit) organization in U.S ? And can you give me organization code for 501(c)(3)  ? 
  2. Can you introduce us a NGO who can aid us ? 

We have reason. We should learn more about information communication technology. But, there are few educational materials right now. We also have few money so that we can not buy it any more. So we need donation not only equipment but also money by "Paypal" or "Google checkout" 

As you know, "Paypal" and "Google checkout" only support organisation in U.S.. Not Niger (See attached documents ). That is why we write this letter.
